Peg Arguimbau Chairman, Hank Langstroth, Keevin Geller, and Elizabeth McGrath were the members present. Conservation Commission Members, Christine Turnbull and Stephen Cremer were absent
from the meeting. The Conservation Administrator, Greg Meister, was also present.

7:45 p.m. Approve Past Meeting Minutes:

Peg called for a motion to approve the July 14, 2011 Meeting Minutes as amended.
Hank Langstroth moved. Keevin Geller seconded. Voted. Unanimous. 4-0-0.

Peg called for a motion to approve the August 11, 2011 Meeting Minutes as amended.
Keevin Geller moved. Elizabeth McGrath seconded. Voted. 3-0-1.

8:00 p.m.:  Hearing Continuance - Amended Order of Conditions for DEP File # SE-280-0490 filed
by Sharon CF II LP, for the Sharon Commons Lifestyle Center Development Project:
Present: David Sanderson, P.E. – Professional Services Corp. (PSC)
              Kelly Killeen, Engineer – Coler & Colantonio
             Richard Kershaw – Representative from Sharon CF II LP
See the attached list of proposed plans submitted to the Commission for the Applicant’s proposed project.
Kelly explained to the Commission that the ZBA has approved the Applicant’s proposed revised site plans concerning Phase 2 of the proposed project. He said that the ZBA has issued their decision with the condition that the Applicant submits a final endorsement set of the Revised Phase 2 Site Plans, incorporating any additional revisions, by October 11, 2011. Kelly explained that the revised plans are
99.9% the same as the Applicant’s previous proposed plans submitted to the Commission. He reviewed the submitted proposed plans entitled, “Revised Phase 2 Site Plans,” 7/1/11 last date revised. The revised plans include landscape treatments such as the installation of printed/banding concrete along some of the open space areas of the proposed site. The gazebo area has been defined on the revised proposed plans. Some of the previously proposed improved impacts have been minimized by approximately 18,000 s.f. as shown on the submitted revised plans. The Applicant is proposing to construct a wetland area, approximately 30,000 s.f., around the made-made isolated wetland area of the site. The Applicant is proposing to create a sloped area around the isolated wetland as opposed to installing the previously approved retaining walls. The proposed project includes the construction of an adjacent stormwater wetland area above the existing man-made isolated wetland for controlling and treating the stormwater flow. The Applicant still complies with the Pre and Post development recharge rates required under the DEP Stormwater Management Policies. The revised plans reflect three proposed underground infiltration systems as opposed to approximately eleven that were previously proposed for the project.
Kelly Killeen, David Sanderson, and Richard Kershaw reviewed Tom Houston’s Peer Review Report dated 8/25/11 concerning the revised Phase 2 Site Plans and the 2nd Supplemental Stormwater Hydrology and Hydraulics Report for the proposed project.
David Sanderson explained the following comments outlined in Tom Houston’s Peer Review Report that still needs a response by the Applicant:
  • Utility Design
           - Comment Numbers 4 & 5
             David explained that Comments 4 & 5 concern refinements to the proposed stormwater
              drainage system. David suggested that a condition could be included in the Amended Order
              of Conditions requiring the Applicant to provide updated information to the Commission
              concerning rim and invert elevations for the proposed stormwater drainage system.  
            - Comment Number 7
              David explained that Comment 7 involves the trench drain system near the edge of a
               pedestrian sidewalk and planting area. David said that additional invert information has
               been requested by PSC. A water quality structure is recommended by PSC between the
               collection system and the outlet.

  • Stormwater Management
- Comment Number 21
 David explained that PSC requested a mounding analysis concerning the enhanced
  wetland area. The mounding analysis is being requested to confirm that the 60,000 gpd  
  wastewater flow for the shared Soil Absorption System for the proposed sewage system
  would not impact the Constructed Stormwater Wetland BMP.
             PSC also recommended that the model extend east of Old Post Road through the two kettle
              ponds to quantify any increase in groundwater in this location. (The mounding analysis is
              being refined further by GeoHydrocycle and a revised report will be submitted to the
              Commission.)
              - Comment Number 26
 David explained that Comment 26 is PSC’s analysis for the conveyance system concerning  
  the stormwater drainage pipes for a 25-year storm event. He explained that the revised design
  plan has resolved most of the 18 pipe segments that were previously under designed.
 The revised stormwater pipe conveyance design has resolved almost all of the under designed  
  pipes. Updated pipe tables were submitted and the revised design indicates that only a small
 amount of surcharge from 6 segment pipes would occur during a 25-year storm event. The
 potential surcharge would not be enough to back-up through the catch basins.
The Commission agreed that Tom Houston’s Peer Review Report dated 8/25/11 has addressed the concerns of the Commission.
The Commission agreed to issue the Amended Order of Conditions to the Applicant with the following conditions:
  • That the 8/25/11 Peer Review Report performed by Tom Houston be attached to the Amended Order of Conditions, highlighting Comment Numbers 4, 5, 7, 21 & 26.
  • For the Applicant to submit a copy of the final set of Revised Phase 2 Site Plans, approved by
     the ZBA, to the Commission and the DEP.
  • For the Applicant to submit a construction sequence for all of the proposed work concerning
     Phase 2 of the proposed Sharon Commons Lifestyle Center Development Project.
  • For the Applicant to contact the Conservation Administrator before starting the proposed work around the man-made isolated wetland and discharge area of the proposed project site.
Peg called for a motion to close the hearing and to issue the Order of Conditions to the Applicant with
the conditions as discussed.

8:20 p.m. Old/New Business:     
-Update:
Brendan Clifford’s Proposed Eagle Scout Project along the Massapoag Trail:
Peg explained that the Commission needs to officially name the new trail that Brendan Clifford started clearing for his Eagle Scout Project. The proposed project involves clearing a section of property at Belcher Street before connecting to the Massapoag Trail.
The members of the Commission agreed with Hank Langstorth’s suggestion that the new trail should be officially named “The Belcher Street Trail.”

N.O.I. hearing continuance - Norman Boucher & Kathryn Sky-Peck for the proposed rear
2-story addition with a garage underneath and a 1-1/2 story front addition at 15 Samoset Lane,
DEP File # SE-280-0527:

Peg opened the hearing in the absence of the proposed Applicants.
The Conservation Administrator, Greg Meister, explained that the Applicants have requested a hearing continuance to revise the scope of their proposed project.
Peg called for a motion to continue the hearing until further notified by the Applicants.
